Olivia Ronan | Chair
Liv has been on the ICLC Board since 2016, and the chair since 2020. She is a barrister at Eleven Wentworth, who practises primarily in public and commercial law. Prior to being called to the Bar, Liv was counsel assisting the Solicitor-General of the Commonwealth, an associate to judges of the High Court of Australia and the Federal Court of Australia, and counsel at the Australian Government Solicitor. She also has research expertise in legal issues affecting the LGBTIQA+ community, and professional experience with vulnerable communities, including through the Royal Commission into Institutional Responses to Child Sexual Abuse.
Liv first became involved with ICLC as a student volunteer in 2012. She was drawn to ICLC for its specialist services, and in particular its LGBTIQA+ legal services, because of the significant and life-saving work that the Centre does for her community.
Gihan Wijeratne | Treasurer
Gihan is a senior legal executive with over 15 years’ experience in legal leadership, governance, and strategy across the technology, and financial services sectors.
Before joining the Board, Gihan volunteered as a solicitor for ICLC for several years. During that time, he saw first-hand the value and impact the centre has in driving positive outcomes for the community — from protecting rights to empowering those facing disadvantage. Seeing clients’ lives change through such access to justice cemented his belief in ICLC’s mission and inspired him to contribute at a governance level, where he could help shape its strategic direction and long-term sustainability.
Outside of work, Gihan enjoys travel, good coffee, and exploring ideas at the intersection of law, business, and social impact.
Ryan Coffey | Deputy Chair
Ryan is a barrister practising in crime, public law, and environment and planning law. Before being called to the Bar, he spent 13 years in the NSW Police Force as a police officer, detective, prosecutor, and in-house lawyer. This broad background gives him valuable insight into the workings of the justice system and the experiences of those navigating it.
Ryan joined the ICLC Board out of a strong commitment to access to justice and a belief in the vital role community legal centres play in standing alongside people who are too often left unheard. He is particularly passionate about supporting the LGBTQIA+ community, transgender and gender diverse community, sex workers and other vulnerable groups.
As a director, Ryan contributes both his legal expertise and lived experience to help ensure ICLC continues to empower and advocate for communities across New South Wales.
Jo Tilly
Jo Tilly is the Director of Equity, Diversity and Inclusion at the University of Technology Sydney (UTS). In this role, she leads a team responsible for key UTS initiatives focused on gender equity, cultural diversity, anti-racism, LGBTQIA+ inclusion, diversity and inclusion training, preventing and responding to discrimination, and supporting parents and carers.
With a career spanning over 30 years, Jo has worked across politics, gender equity, and human rights in the union movement, state and federal governments, and the not-for-profit sector. Prior to joining UTS, she held roles at the Diversity Council of Australia, the Australian Human Rights Commission, and served as a policy adviser to the NSW Minister for Women. Her professional journey reflects a deep commitment to creating fairer, safer, and more inclusive workplaces and communities.
Jo joined the board of the Inner City Legal Centre (ICLC) in 2019 and has been a passionate supporter of its mission to deliver access to justice for marginalised communities. She is particularly proud of the Centre’s statewide work supporting LGBTQ+ people, sex workers, and employment rights—areas that are especially critical during times of increased social and political pressure. As a member of the queer community, Jo brings lived experience and strong advocacy to the board, recognising the profound impact that hate and discrimination have, especially on young trans and queer individuals.
Eden Tollis
Eden Tollis is an experienced fundraising professional with almost a decade of expertise across the arts and higher education sectors. He is currently the Head of Philanthropy at the Sydney Film Festival, where he leads strategies to secure philanthropic support, deepen donor engagement, and build sustainable partnerships. Eden’s work extends beyond the Festival’s success, contributing to the strength and vibrancy of Australia’s broader arts and cultural sector. He also serves on the board of Improv Theatre Sydney, supporting the organisation’s growth and creative vision.
Eden joined the Inner City Legal Centre Board to support its vital role in helping communities he cares deeply about. While he cannot deliver legal services directly, he is committed to contributing his expertise to strengthen the organisation’s financial sustainability and long-term impact.
Through his professional experience, governance roles, and commitment to equity and inclusion, Eden works to ensure that essential community and cultural services remain accessible, effective, and supported.
Michael Frommer
Michael is a passionate human rights advocate, with15 years of experience in analysis and promotion of human rights including in HIV, Health and Privacy. Michael currently works in LGBTIQ+ Health and Ageing, at LGBTIQ+ Health Australia, prior to which he was the LGBTI Specialist Adviser at the Australian Human Rights Commission.
He is passionate about the role of community legal centres in providing access to justice, and in particular, Inner-City Legal Centre’s state-wide specialist legal support it provides for LGBTI people and sex workers. As a gay man who feels fortunate to have grown up in Sydney, Michael wants to help support Inner-City Legal Centre in promoting equity - legal, health and more - for all people across the state.
Jeremy Moineau
Jeremy is a dedicated champion of human rights at home and abroad. Following organising grass-roots campaigns for justice in the US, she has returned to Aus to continue fighting for vulnerable communities. She marries a background in performing arts with a corporate career in political and corporate advisory, and regularly facilitates educational opportunities for companies in the public and private sector (recently- Westpac and Deutsche Bank). Jeremy is personally invested in legislative reform that supports shortening the equity divide between the fortunate and the disenfranchised, especially in the justice arena.
At home behind a camera, or a picket line, Jeremy has joined the ICLC Board to lend her lived-experience as a trans woman to support the centre's dedicated work protecting the vulnerable, and in-need.
